Two totally different products. The pond dye is environmentally friendly and works quite well. It even helps to keep the ospreys away which decided to visit a few years ago during the fall migration. Mind you my pond is ft from my house so the critters tend to stay away. Tell him to buy a life sized Blue Heron Decoy and move it around from day to day. They are very territorial and this should keep the others ones away. Or get a motion detector water sprinkler that's desigened for pond predator detterants.
I use the decoy heron and it has worked for my backyard pond. Not legal to shoot like stated above. But I've heard they fold like a cheap suit when hit with a hunk of lead. Those inflatable alligartors work because the Herons over-winter on the gulf coast and alligators are a natural predator they encounter and avoid all winter long. You did not infer annual hunting seasons when you mentioned this , and I know of no one who considers waterfowl and herons in the same group of birds.
