However, official position was maintained that Chinese Nationalist representation at the Security Council must be continued for the indispensable voting support this gave the US.
Through the accident of Soviet absence from the Security Council, and with an impetus stemming principally from the United States, the Organization, with the unanimous support of the free world, has faced up to aggression in a manner hardly believed possible by its strongest supporters. In September, for the first time since hostilities began in Korea, the entire membership of the United Nations will meet to consider its future policy. As it was at the outset of the Korean affair, the attitude of the United States can be decisive.
Once that attempt is given up, the consequence can only be a preparation for conflict on a world-wide scale and ultimately, the conflict itself. Mukherjee argues that the leaders of Independent India transferred the pre-Gandhi era Congress loyalty to the imperial metropolis to the UN as the ultimate source of justice in international affairs.

Noorani quoted the following exchange offered in the Selected Works to bolster his claims: [Nikolai] Bulganin: Regarding your suggestion about the four power conference we would take appropriate action. Noorani subsequently wrote about a note penned by Nehru while still touring the USSR in June , which provided more detail on the earlier offer from the US: Informally, suggestions have been made by the United States that China should be taken into the United Nations but not in the Security Council and that India should take her place in the Security Council.
This initiative also challenges the assumption that the US was committed to a strategy of equidistance from Pakistan and India as suggested by some. Tagged Series. Explore More. By Martin Coles on October 12, By Martin Coles on October 4, By Calder Walton on September 21, By Martin Grossheim on September 7, By Meaghan McClure on August 12, By Jonathan Brunstedt on August 11, With India being part of the United Nations Security Council UNSC as the non-permanent member from January 1, , and UN 75 years of celebration hangover rolling over to next year, the debate on UNSC reforms continues, with no worthwhile progress, despite high pitch for reforms made by many countries including India.
The fact that unilateral and multilateral interventions without UNSC sanctions continue to happen, UN hesitancy and alleged delay to declare coronavirus as pandemic are being seen as arm-twisting by Permanent Five P5 member. But it needs to be reformed to meet the aspirations of developing countries.
Thomas G Weiss argues that had the United Nations not existed, we would have to invent it. So why not to use our analytical toolkits to repair it? Reforms unavoidable. UNSC was composed by victors of the Second World War in to suit their interests and the UN Charter was designed accordingly, giving to themselves the permanent membership and veto power in the council.
The geopolitical, strategic, economic realities have changed considerably since then, but the UNSC has not reformed itself to these global realities. With global economic and population fulcrum shifting to Indo-Pacific, inadequate Asian representation and no African and Latin American representation are pushing UN to irrelevance, unless it reforms itself. With non-permanent status, it can be a part of resolutions for next two years -- setting the agenda when it gets monthly Presidency twice and at best try to create an environment of reforms.
I have encouraged member states to have a serious dialogue on this. I want to continue this dialogue at the UN General Assembly, but the permanent members do not agree. It has been unable to act with credibility essentially due to its unrepresentative nature. But then, what is happening inside the Intergovernmental Negotiations IGN process, which we seem to be wedded to?
But it has made no progress since when it was formed. There have been no serious attempts to come up with a consolidated text to begin formal negotiations due to resistance by certain countries such as China that are opposed to the expansion of UNSC membership. For years, India, Germany, Japan, and Brazil have been trying to get a permanent seat to the UN Security Council but the UN charter is such that it gives permanent members the veto power to any resolution, including the expansion of membership.
China has been blocking efforts to begin formal negotiations on UNSC expansion, saying that there is no need to rush through the reforms.
